Now you can use it without having to add a mobile number. You just have to review your account info and accept the terms of service of Google and your account will be created. You can either choose to skip it or go to more options and select ‘No, don’t add my phone number’. Then, Google will ask you to add your phone number. You can either select from the options given or create one of your own email ID. Fill the required information and tap next till you reach the section where you need to select a new Gmail address. You’ll be required to enter few details such as name, date of birth, and gender. 
Then, tap on the create account option, which is present at the bottom left of the screen. 
Since you need a Gmail account, select google. Go for the add account that you will find at the bottom. Then, look out for accounts/cloud & accounts. 
First, navigate to Settings on your smartphone.
